Legislation regarding college recruitment and school teacher transfers were presented in the Assam Assembly.

The Assam administration on Monday proposed a law to the state parliament that would allow all college positions to be filled by means of a formal recruitment board.
The administration also introduced a second measure in the House that dealt with the replacement of teachers in public schools.
When introducing The Assam College Employees (Provincialization) (Amendment) Bill, 2023, Education Minister Ranoj Pegu stated that the legislation's goal was to create a single selection or recruitment board in the form of the Assam College Serivces Recruitment Board (ACSRB) to handle college hiring.
The bill aims to eliminate the requirement that the Director of Higher Education in Assam appoints both teaching and non-teaching personnel based on selection and recommendation by the governing body of the particular institution.
It suggests that the higher education director will now make these appointments based on the choice and recommendation given by the ACSRB.
The government will create the ACSRB, and the chairman will be a respected figure in the academic or administrative world who does not have a lower position than principal secretary.
The board, which has a two-year tenure, will conduct examinations and interviews for non-teaching positions including librarian, junior assistant, and peon as well as teaching positions like principal and assistant professor.
The Assam Elementary and Secondary School Teachers (Regulation of Posting and Transfer) (Amendment) Bill, 2023, also submitted by Pegu, aims to facilitate teacher transfers and postings while also making the most use of available personnel and the academic interests of the student body.
The government "may transfer or shift any teacher at any point throughout a year for rationalization or moving of instructors, which is done throughout the year" according to a new clause suggested in the law.
