May 9, Panaji: On Thursday, MLA Michael Lobo and former chief minister Digambar Kamat were targeted by Congress for disqualification. However, Speaker of the Goa Legislative Assembly Ramesh Tawadkar rejected the claim. On July 11, 2022, Amit Patkar, the president of the Goa Pradesh Congress Committee, filed a disqualification complaint against Michael Lobo and Digambar Kamat, the two leaders of the party, charging their participation in anti-party activities. Later on, Michael Kamat became a member of the BJP. Amit Patkar told the reporters that the result was expected since the Speaker is implementing the policies of the BJP administration. “The next line of action is being evaluated by our legal staff. According to Patkar, we want the Speaker to start reviewing further petitions for disqualification made against eight MLAs who have changed their party affiliations. He said that, in accordance with an affidavit the Speaker had submitted to the High Court, further petitions will be taken into consideration once this one was settled. According to the Supreme Court’s order, he has ninety days to decide on these petitions. If he doesn’t succeed, however, we’ll take legal action in other ways, Patkar said. In July 2022, the Congress removed Michael Lobo from his role as Leader of the Opposition, alleging that he and former Chief Minister Digambar Kamat had conspired to split Congress MLAs via BJP bribery. As to Patkar’s perspective, the Supreme Court’s verdict on voluntary resignation from a party is equivalent to anti-party conduct. He said, “We have evidence against them to prove that both were trying to split MLAs and were involved in anti-party activities.” After former Chief Minister Digambar Kamat, Michael Lobo, Delilah Lobo, Kedar Naik, Sankalp Amonkar, Rajesh Faldesai, Aleixo Sequeira, and Rudolf Fernandes united with the BJP, the Congress was later reduced to 3 MLAs in the 40-member assembly chamber on September 14, 2022. The Congress then filed a disqualification suit before Speaker Ramesh Tawadkar against all eight MLAs after they defected to the BJP on September 14. Two further separate petitions were submitted by Dominic Noronha and former AICC secretary Girish Chodankar against these eight MLAs. By citing both paragraph 2 (1) (a) of the tenth schedule and Article 191 (2) para 2 of the Indian Constitution, Chodankar had filed a petition to have these eight MLAs removed from their seats in the Goa State Legislative Assembly on the grounds that their merger was illegal. Congressmen have often asserted that Ramesh Tawadkar is to blame for the postponement of these petitions’ hearings
