Chandigarh: Hopes for a new waste processing factory are restored by two new offers

Two companies have shown interest in the project, reviving hopes for the city’s integrated waste processing facility in Dadu Majra after two unsuccessful efforts to find an agency to establish and run it.

Bids for the project have been received from Enviro Control Pvt. Ltd. in Surat and Hindustan Waste Treatment Pvt. Ltd. in Thane, Maharashtra. The outcome of the technical assessment of the two companies will now be used to determine the future of the facility that is now up for tender.

Three companies had already submitted bids for the project twice; however, the local municipal corporation had rejected their bids both times, citing ineligibility during the financial and technical bidding procedure.

The new plant’s setup has been put off for a long time. Since the request for proposals (RFP) was issued around a year ago, no agency has been able to get the task. In the next two years, the chosen company will build a 550-ton-per-day comprehensive waste processing facility on a 15-acre plot near Dadu Majra.

The construction of the facility will follow the design, finance, own, operate, and transfer model. The National Environmental Engineering Research Institute (NEERI) has advised that dry waste be treated to make RDF, which will be given as fuel to cement factories, and wet waste be processed to produce bio-CNG.

The MC took over the Jaypee Group’s waste factory in June 2020 due to the agency’s failure to handle rubbish, which resulted in a dumping site. However, the MC was unable to create a permanent facility until recently. It does, however, assert that it is currently using temporary facilities to treat 100% dry and wet garbage. The MC recently established a compost factory in Dadu Majra in order to prevent new trash from being dumped in the landfill until after two years, even after the tender has been awarded.
