“Jo Kaha, Woh Kiya”: The Modi government fulfills three major promises with CAA before pursuing a 2024 mandate

The Citizenship Amendment Act (CAA) regulations notice is a political and ideological declaration from the Bharatiya Janata Party (BJP), as the government of Narendra Modi is going into the 2024 Lok Sabha elections with the claim that it has kept all three of its major pledges during its two terms in office.

The first significant commitment was the repeal of Article 370 in J&K, followed by the building of the Ram Temple in Ayodhya, and now, four years after Parliament enacted the legislation, the CAA is being implemented. The COVID-19 outbreak and preceding protests caused a four-year delay in the regulations needed to execute the Act.

In doing so, the government would emphasize that the CAA has no effect whatsoever on any Indian citizen and does not revoke anyone’s citizenship. Leaders of the BJP have noted that the opposition parties’ misinformation campaign against the CAA has been intended to confuse and incite minorities.

According to a government source, the regulations streamline the naturalization process by requiring certain paperwork to be submitted and putting the whole procedure entirely online. He said that while states may declare they would not carry out the CAA, the final decision over citizenship petitions will be made by an authorized committee, limiting the influence of the states. “The Center will ensure that the California Appropriations Act is efficiently carried out and that no individual who qualifies for the law’s benefits is refused citizenship,” he said.
