Two assistant managers (operations) of the HPCL Mathura terminal, Rahul Kumar and Hemant Singh, as well as M/s SR Transport Company, M/s Jadon Transport Company, unidentified public employees of Hindustan Petroleum Corporation Limited, and other unidentified individuals, were among those named in the First Information Report (FIR), according to a press release from CBI officials.

The officials went on to say that between June 2022 and January 2024, there was a conspiracy allegedly hatched by both HPCL managers and two private transport companies, which allowed for the theft and pilferage of petroleum products from the HPCL Mathura terminal. This resulted in wrongful loss to the government exchequer amounting to Rs 5.82 crore, and a corresponding gain to the private transport companies.

Additionally, it was claimed that via 305 occasions, both assistant managers had permitted the extra loading of around 642 kiloliters of petroleum products in tankers owned by the private transport businesses involved in the scheme.
