Punjab modifies rules to expedite approval of residential building proposals

The Local Government Department of the state has modified regulations to expedite the approval of development plans for residential properties in 167 urban local bodies (ULBs) by providing owners with time-bound permissions.

Through the department’s e-Naksha site, at least 30,000 construction designs are authorized annually. Every day, on average, between 2,000 and 2,500 online applications are submitted for the approval of construction designs. The number would be much greater if applications for NOCs and changes in land use (CLU) were included.

In order to expedite the approval process for residential buildings up to 500 square yards in size and 15 meters in height, the department has held impaneled architects responsible for their work up to the point at which the project is approved by the relevant ULB. Should a building violation occur while the project is still under construction, the relevant field officer will notify higher authorities.

“Architects have been seen to be hesitant to follow the clearance procedure owing to any construction violation provision, since most residential building designs are limited to 500 square yards. Architects are no longer held accountable, according to a government official.

The revised regulations provide that ULB authorities must get blueprints validated within ten days, after which owners are free to begin building on their properties. Those who choose not to use the self-certification program may apply for permission via the e-Naksha site.

“The relaxations are for residential plots of up to 500 square yards and not above,” officials said. The revised regulations do not apply to commercial premises.
