Kerala State Information Commission for an investigation into missing documents pertaining to road construction

The State Information Commission has suggested conducting a surveillance inquiry to locate the financial records pertaining to the road construction to Kannur Ezhimala Naval Academy. These records have not yet been provided to the commission by the State Public Works Department.

 

The documentation from several offices pertaining to the 1998 work done at Ezhimala Naval Academy Top Road, for Rs 1,71,29,902, to expand the capacity of section O/000 to 6/420. The answer that the RTI Commission obtained in this respect said that there were missing files from the offices of the chief engineer, superintending engineer, assistant executive engineer, and executive engineer.

The Chandragiri Construction Company carried out the job. It was discovered that the firm had received Rs 73,91,032. However, there were no records of further work, the sum owed, or the completion of the task. Files from the proposal submission stage of the funding authorization process were included. Senior department officials have searched for the files, but they have not been successful.

It is suspicious when files related to the same issue vanish from several offices. As a result, State Information Commissioner A Abdul Hakim recommended that the watchdog division look into it. No paperwork is missing, including the authorized PAC, the updated estimate, the bill copy, the M book copy, the administrative permission, the technical permission, the financial permission, the tender, the work permit, or the completion certificate. Prior to the audit, all of these files were deleted.

Four district hearings

The State Information Commission was instructed by the High Court to investigate the situation and determine the truth. Commissioner Hakim requested a vigilance probe after four hearings in Kannur, Kozhikode, Thiruvananthapuram, and Malappuram as well as conversations with chief and superintending engineers.
