Delhi Police To Create Study Group To Examine New Criminal Laws And Create Course Materials

New Delhi: To examine the three new criminal law legislation that Parliament just enacted, the Delhi Police has assembled a committee made up of senior personnel.
The Indian Evidence Act, the IPC, and the CrPC from the colonial period are to be replaced by the Bharatiya Nyaya (Second) Sanhita, 2023, Bharatiya Nagarik Suraksha (Second) Sanhita, 2023, and Bharatiya Sakshya (Second) Bill, 2023. During the winter session of Parliament on December 25, President Droupadi Murmu gave his approval to these measures.

A committee consisting of 13 officials has been established by the Delhi Police Commissioner, with IPS officer Chhaya Sharma serving as its chairperson. The Ministry of Home Affairs has not yet released an official notice about the laws’ effective date. The committee has been entrusted with creating training materials so that investigating officers may study the new regulations and procedural modifications and get a practical grasp.

ACP Hari Singh (E.O.W.), Addl. DCP Uma Shankar (DPA), DCP Joy Trkey (North East), Inspr. Rajiv Kumar (IFSO/Spl. Cell), Inspr. Rajeev Bhardwaj (Spl. Cell), Inspr. Nareesh Malik (DPA), and Inspr. Devender Singh (SHO/Shaheen Bagh) VIII is the committee’s official. SI Somveer (DPA), SI Rajni Kant (East District), Inspr. Arun Kumar (SHO/North Avenue), Inspr. Suresh Kumar (E.O.W.), Inspr. Anil Berwal (DPA), Inspr. Sanjeev Kumar (E.O.W.), and Inspr. Anil Berwal (DPA).

Deotosh KS Singh, Deputy Commissioner of Police (Headquarters-II), issued an order on Tuesday stating that this committee will also try to bring the investigative officers’ abilities up to speed with the new legislation.

At this point, the committee could bring in a few attorneys and former Delhi police officers to help adjust the course content so that it corresponds with legal procedures. Later on, the co-opted members would be helpful in teaching Delhi Police officers and preparing them for the practical use of BNSS, BNS, and BSA.

The following are the names of attorneys and former Delhi Police officers: 1. (ACP Retd.) Rajender Singh II. Ram Singh (ACP Retd.) III. Criminal attorney Raunak Singh IV. Criminal lawyer Shri Akhand Pratap Singh.

As previously mentioned, this committee will also work to update the IOs’ skills in accordance with the new laws. This will ensure that upon the notification for application and transition from the old Cr.P.C., I.P.C., and I.E.A. to the new BNSS, BNS, and BSA, respectively, our 10s and staff are fully aware of the nuances of the changes made to the new sections as well as the procedural aspects of the process.

The Committee may start developing new training materials that Delhi Police may employ for its personnel to study at DPA and as ready reckoners. It also said that the Committee would concurrently contact the NPA, NLU, and Judicial Academy for reliable references and training materials to be included in our papers, as well as the District DCSP and Joint CsP of the Delhi Police for improvements in the content.
