First NCCSA meeting is called by Delhi CM to discuss disciplining an officer, according to sources

Arvind Kejriwal, the chief minister of Delhi, called the National Capital Civil Service Authority’s inaugural meeting on June 20, according to sources in the administration. The NCCSA was established by an order issued by the Centre.

They said that the topic of the discussion would be the official’s disciplinary action.

On May 19, the Centre created the NCCSA by a law, returning executive power over service-related issues to its purview.

It was released soon after the Supreme Court’s decision on May 11 giving the elected Delhi government executive power over service-related affairs, including the transfer and posting of bureaucrats under its supervision.

The Delhi Chief Secretary and Principal Secretary (Home) are both members of the NCCSA, which is led by Chief Minister Arvind Kejriwal.

According to the legislation, the NCCSA will henceforth handle the transfer and posting of IAS officials, which were formerly handled by the services department under the control of the Lieutenant Governor.

Ten IAS officials from the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, whose assignments have not yet been determined by the newly established NCCSA, were recently relocated by the Ministry of Home Affairs to Delhi.

Officials said it was unclear if the NCCSA would discuss the posting of IAS officers during its first physical meeting.

The NCCSA’s resolution, which has been endorsed by its three members, will be sent to the Delhi LG for approval. If the LG disagrees with the NCCSA’s recommendations, he may return the file for transfer postings to the agency for reconsideration, or, in accordance with the ordinance, he may make his own independent judgement that will be final.

When the Supreme Court reconvenes after the summer vacation, Kejriwal said the ordinance is a “direct challenge to the majesty and power of the Supreme Court” and promised to oppose it there.

Due to the transfer of the incumbents, there are a number of senior officer vacancies in the Delhi government, including those for the special commissioner of the department of food and civil supplies, the secretary of urban development, and the chief executive officer of the Delhi Urban Shelter Improvement Board.
