Devinder Pal Singh Bhullar will appeal the Delhi government’s denial of his parole

Devinder Pal Singh Bhullar, a 1993 bomb bombing defendant from Delhi, intends to appeal the Sentence Review Board (SRB) judgment of the Delhi government, which denied him early release.

His attorney, JS Manjpur, said that his previous application to the Punjab and Haryana High Court, asking for the Delhi Government to make a decision about his premature release request, was deemed infructuous and was subsequently withdrawn.

“We could now proceed with the next legal course after conferring with Bhullar’s family,” he said.

About 14 out of 46 prisoner cases were recommended for remission at the SRB meeting on December 21, 2023, however, Bhullar’s case was turned down.

The wife of Bhullar, Navneet Kaur, requested the Centre to put its 2019 notice into effect. “Only political will was needed; even the state government has the ability for remission,” the speaker said.

In vain, the Center had declared that Bhullar will get special remission under Article 161 of the Constitution in honor of Guru Nanak Dev’s 550th birthday in 2019.

In accordance with the TADA Act, he was found guilty, given the death penalty, and sent to Tihar Jail in New Delhi in 2001. In light of his poor health and unjustified trial delay, the Supreme Court remitted his death sentence to life in prison three years later.

He has had schizophrenia (a mental illness), hypertension, and psychotic symptoms for the last 13 years. For medical reasons, he was sent to Amritsar Central Jail in 2015. He has been receiving care at Government Hospital ever since.
