Chongthu, the principal secretary to the governor. In an old case, the level of the Law Department has been given permission to sue them after finding this matter above. When Robert L Chongthu was the DM in Saharsa around 2003, a weapon license was issued to a person there at that time. But, there is no true trace of this licensed person. That is, his name, address and identity were not correct. This arms license was issued without getting these facts checked. Later on the complaint was investigated, then the whole reality came to the fore.
